The pools are for water used for dust abatement and watering the trees and desert plants in the nursery and other areas. I've heard that there will be from six to ten golf courses and tens of thousands of houses spread from Hwy 168 in Clark County to the southern part of Lincoln County to the north along Hwy 93 (somewhere in the vicinity of last year's highway washout). The orange fences are marking off washes and natural water flow areas that are not to be disturbed.
