Tony definitely scrambled his details. It was the Atomic Energy Commission that had the contractors to build the Watertown facility at Groom Lake. Also, it was originally Col. Osmond J. Ritland who recommended Groom Lake as a potential site. Ritland, Kelly Johnson, and Richard Bissell then flew to Groom with Tony LeVier to inspect the lakebed.
