FWIW, the latest FLIP (6/6) doesn't indicate a change in NV11. I suspect NV11 will still exist as a landing strip, and this new strip will get a designation eventually.

Note the alignment is nearly that of DRA, so probably it is more in tune with prevaling winds. It may be that the NV11 alignment was picked just to match the general flow of the dry lake.
