Are these times in Local or Zulu? It's 7:40pm Vegas time as I type this and it's starting to get dark. I'm available for this but I don't want to show up at 7pm if the Thunderbirds are practicing at 11am! Lol!!!

My Cessna "Manual of Flight" is (c)1982 and doesn't talk about time zones in the NOTAM section.
