That procedure doesn't match what you hear on the scanner. Joerg has the hand-off documented on this site, including scanner audio. Two things immediately come to mind. First, the squawk codes are handed out one at a time. Second, the frequencies are not given out, but the change is approved. Since civilian flight is under Nellis control near the ranges, I would say everyone gets handed over to the military controllers, but some get special privileges. ;-)
