Yes, with the proper clearance you can get to Groom from Beatty via the NTS, Mercury Highway and Station 700, which is the guard post between the NTS and Groom, NW of Sedan Crater.

The main reason for the absence of a gate and fence around the new Groom perimeter is that a local rancher holds the grazing rights for land that is now within the perimeter. So his cattle have to be allowed access to that land. I recently posted some information on the old pre-1984 border and fence here in the forum. See attached link.
