Not sure what you mean by "active", but the cattle of local rancher Steve Medlin can still get up to the fence. Medlins grazing rights contract goes back to the days before the new land grab in 1984. This is the main reason why there is no fence at the new border line. The cattle guard prevents the cattle from entering the area of the base.
