I feel sorry for the guards! A LOL (Li'l Ol' Lady) makes a low-speed crash through the gate and leads them on a low-speed chase until they can safely "box" her in. It's a lose-lose situation! #1 She breaches base security... that's bad. #2 They didn't open fire on her vehicle, or engage the pop-up barrier, to stop her instantly... That's good for bystanders and the confused LOL, bad for security when you look back at #1.

Can you imagine the headlines? On one hand: "Little Old Lady Riddled With Bullets at Air Force Base;" on the other: "Several Injured as Security Barricades Deployed to Stop Demented Old Lady." The only predictable part is the press will always fall on the anti-military side.
