I'm familiar with the cement plant at Groom. However, it is quite possible that some outside firm runs the cement plant as this may not be in the DOD skill set.

When I look at the location where the FCC license indicated the repeater was located, I saw no structure. They may have used gate 700 for the application as it is the end of road.
