It's a retractable trailing radio antenna......it can be extended to something like 1/2 to the 3/4 the planes length (roughly)......have seen pics of them deployed on 747's...........don't know much about Comm. but IIRC it's for low freq. usage......also don't know if domestic airliner use them, but definately international carriers seem to.
