Agreed, the white are not a phased array, nor an antenna of any kind. They have no shadows and are probably concrete walkways/pads for mounting any antennas or dishes that are used. Also, I'm not sure those four objects are towers. The shadows don't look quite right. More like dirt mounds about 5 feet high. (Assuming that's a one story building.)

I think when the image was taken there was no activity at that site. Except for the trailer, there are no vehicles present. Although it's not as slick as the RCS facilities in California, I think it still could be used for such purposes. Kind of a poor man's RCS. :)
