Assuming the DOD has to generate a PO for these planes, maybe they assign a serial number in the usual manner, even if the plane will ultimately have a civilian registration. That is, maybe 83-0290 was the military serial number that would have gone on N4529W. If you ever worked for a large corporation, they have a form and need to generate a number to fill the form, no exceptions thank you very much. ;-) The DOD is probably the same if not worse. No thinking outside the box would be allowed. This theory, plus $1.70 or so, will get you a medium cup of coffee at Peet's.
