The DAF serves as a facility for assembling and disassembling nuclear test devices and nuclear weapons.

So this NOTAM probably is not an indication of an actual test, but rather that they have high-explosives on the table at the DAF. Safety procedures likely call for such a NOTAM any time they're doing such work.
