In responce to South Africa's nuclear capabilities this is an extract from the SA foreign affairs office in Vienna

"Under article 1 of the CTBT each State Party undertakes not to carry out any nuclear-weapon test explosion or any other nuclear explosion, and to prohibit and prevent any, such nuclear explosion at any place under its jurisdiction or control. There is no limitation on duration or place: the CTprovisions extend to all environments: underwater, in the atmosphere and underground"

I also agree with magoo that it unlikely that SA has any means to deliver a nuclear weapon at all.
