Given the amount of vehicles shown on recent satellite images, and the relatively few vehicles entering from the North Gate, Cedar Gate (mostly TTR) and GL Rd. that seems very likely. The Mercury Highway, leading north inside the NTS is a paved road, and I suppose a lot of traffic goes up there, and then through Gate 700 to get to Area 51.
