They would have to be for the facility to have any upstream link. As far back as I can remember (late 80's?) the government services department of the LEC would be involved in setting those up and setting the parameters around them (e.g., government services would have a small cadre' of cleared personnel, who are the only ones that can do maintenance or troubleshooting, and so forth). Running leased lines out there would be very, very expensive (and difficult to secure) so point-to-point microwave would be the way to go.
