Yes, I thought of a balloon when I first saw it.

A weather balloon seems the most plausible.

Prototype/Demonstrator of a new type of balloon? that seems to me to be the least plausible, because he obviously wouldn't take it out in broad daylight.

Have there ever been any balloon tests at Groom?
