Water Injection Pre Compressor Cooling

Was looking around for some snippits about "The Tooth" and came across WIPCC.

"Operational turbine engines are generally limited to freestream Mach numbers below 2.5"... "They could be made to operate to a speed of around Mach 5·5, with pre-compressor cooling using either coolants or a heat exchanger".

Were high mach air breathing engines being used during the time of "the tooth" or would it have adopted some pre-compressor injection cooling? One thing that was mentioned in this article was DARPA's Rascal program which was "Rapid Access Small Cargo Affordable Launch" designed for getting small satellite payloads into space. It used this same pre-compressor cooling (MIPCC) to "supersonic zoom" then coast to above 200k feet. Anybody know if this was cancelled or if it was actually used and tested? Could be related to the tooth in any way?
