I still reckon this would've been some kind of UAV or ISR asset, just with a similar design. That could obviously have directly informed the B-21 development but I don't believe all the suggestions that people make about B-21 supposedly having been flying in secret for years. The US doesn't want to get caught hiding development of a declared asset like a nuclear-capable strategic bomber. Good reasons why B-21 has been so relatively in the public eye vs NGAD, RQ-180 etc.
