That hex code comes back as a U.S. AV-8B Harrier. However, the harrier has a top speed of 635kts. Please note that the look up I am using is crowd sourced, not an official database. Errors are possible. The same hex code operated in the same area on 11/1 with callsign COSO31. I have heard the COSO call several times being used by unknown aircraft flying out of TTR and operating in the 70's ranges and/or the EW ranges.
