The tower does rotate. I believe that ground observers have seen it at various angles, and a history of satellite photos shows the tower turned at different angles. Satellite photos from the period when it was constructed show a round base very similar to that used for large windmills. Some of the features of the base seem to reinforce the idea that the tower rotates. The tower itself is (most probably) part of the dynamic radar cross section measurement system(s). A company that builds dynamic RCS measurement radars had a large, secretive contract during the period that the tower was constructed. One of the new Papoose radars looks similar to a different radar made by the same company.
