Thanks Jeorg and nice catch on the imagery! I just looked at the control tower on the same images as a similar type of structure and indeed it does *not* appear to be rotated, so I definitely agree with you on that. This would make more sense to me, actually, as the whole range to the west and north would not be covered unless it rotated.

FWIW, the raised circular base is clearly visible here:

I'm personally doubting an intrusion radar as it's normally locked in place to miss the north range, which would be in my mind the other main point of ingress besides the west range. That phased nature of the antenna to me makes me think more in the direction of data relaying to drones, planes and ground resources.
