USG folks are hyper cautious where the Privacy Act is concerned. Years ago OPM screwed up my open season change of health insurance plans. It was an absolute clusterflop that left me uninsured for almost a month. After I got it straightened out, I filed a FOIA request for all information related to the situation, including internal correspondence/emails between OPM staff working the issue from start to finish. When I finally got the file, my name and other personal information were redacted on every document, even on emails I sent them!
