Maybe history will repeat itself as it was with F-117. People were able to catch them flying in vicinty of their operational base and the project went from black to grey a year or two later.

I guess operating such program in quantity will definitely increase the possibility of catch one out in the open flying in the range.

The TTR upgrades are indeed interesting. Same already happened in the past when new sets of hangars and runway was extended. The extensive construction was done just after F-117s left TTR for Holloman. The runway was extended by another 2000ft to the south end of the runway, after the runway was complately rebuilt from 8000ft to 1000ft. Several large hangars were built adjacent to the runway extension as well.

You can guess of the needs by simply looking at the progression and upgrades at locations. It is easier to hide asset but tricker to hide infrastructure progress.
