The only way Eglin AFB could be utilized for black project flight tests would be a moonless night, likely taking off to the North. Destin-Fort Walton Beach Airport (VPS) also shares a runway with Eglin AFB. I know this because I have been stuck on the taxiway waiting for clearance with Delta. If taking off to the South, the departure puts a/c directly over the East Jetty at Destin, one of the most popular vacation beaches on the Gulf. The aux bombing area you mentioned is vast. You can hear the AC-130s out of Hulbert practicing sometimes from Ft Walton. On 4th of July weekend, I have seen a few times when an AC-130 will fly down the beaches and release flares "Angel of Death" which is quite a sight to behold. I did have a family friend who worked in the McKinley Climatic Laboratory at Eglin in the 80's-90's. Couldn't say much but said some cool toys had been rigorously tested but did not elaborate. Another cool bit about Eglin is Site C-6 (30°34'20.68"N, 86°12'53.50"W) from late 60's. A massive phased array radar is located in the far eastern part of the range and operated now by USSF. Very interesting history on this site.
