As Peter said, it is primarily a crash rescue training area. It may also be used for firefighter training. But due to the relative proximity to the fuel tanks I doubt that.

The C-130 fuselage was transported here some time between 2/2013 and 11/2015 from its location at the south ramp at 37° 14.018'N / 115° 48.887'W.

Here is a similar set up at Nellis AFB that is known to be used for firefighter training: 36° 14.488'N / 115° 0.852'W
