I never heard of Michael AFB, but it is in www.airnav.com. Looking at the map, you have around 240 miles line of site. I could see the link working over that distance, but there are mountains in the line of sight. I'd say a relay station around Great Basin National Park would be needed. Hear are the coordinates:
Michael AFB: N40.19939 W112.93747 (el around 4400ft)
Bald Mountain: N37.44999 W115.73479 (el around 9400ft)
Intermediate peaks are around 11000 ft.
