This isn't something the military want to see get out of control, or come close to threatening the security of even the outer reaches of the base.
I think it's pretty obvious that the authorities are going to close down 395 at Warm Springs and Crystal Springs ... to be opened only for local residents and semis.

It wouldn't be the first time that authorities of some stripe had to save the general (often dumb) population from themselves.

Regardless, for anybody who might succeed on getting past the non-existent fence and any patrolling Camo Dudes - their interaction with actual military security will be brief (one way or the other)... and it's a sure bet that nothing good is going to befall the trespassers.
