I think I know what footage you are talking about.

It has been around since the 1990's as far as I know.

I don't know who shot it or where it was shot.

The First time I saw it was on The TV Show Called "Sightings".

Go to Youtube. Search "Sightings TV Show".
The First Result is a list of 105 Episodes.
Go to Episode 18 on the play list; and Approximately 11 minutes and 20 seconds into that show should be the video, and audio of the footage of what you are talking about.
