The Freedom of Information Act (FOIA) for military bases.

What is the best way, the best process for using the FOIA to get information from military bases?

In particular, I would like to contact MCAS YUMA to find out when the WTI ("Weapons Tactics Instructors" school) exercises are for this year. These are five to six week instructors air warfare exercises that are held at Yuma twice each year, similar to Red Flag and the Fighter Weapons School graduation exercises at Nellis.

Also, I would like to contact NAS Fallon to find out the schedule for CAG operations for this year. Most of the aircraft carriers are in port right now so there should be quite a few CAG exercises this year and next.
NAS Fallon is where all of the Navy CAG exercises are held with mass launches twice a day, similar to Red Flag.

Maybe these bases won't give out this kind of information, but I would like to try.
