My guess is that the anti-terrorist drill convoy dropped a warhead during the incident, or they are conducting simulations trying to imitate the incident in the interest of the investigation. Either way, TFRs for hazards are taking into account what might happen if a random plane crashed on site. Either way, it's for the good of the country.
