A lot of these tail fins were sold as scrap years ago. I have met a few people who purchased one. Tons of aircraft scrap has been sold to the public including parts for the SR-71, U-2, F-117A, B-2, YF-22, Space Shuttle, and others. I met a man who purchased two B-2 escape hatches and the B-2 ejection seat sled test article (which he later traded for an A-7 cockpit). Years ago there were two guys who purchased an entire crashed F-117A, and I have seen eBay listings for large pieces of the XB-70 that went to a scrap yard after the plane crashed. These sales were entirely legal.
