That road is the highest view spot but you really can't see much except a few launch towers. Most of which are much closer to the ocean. As I said earlier, its a great place to see a live launch. If you have the time an excellent way to see that side of the base is to take a train ride from Santa Barbara to San Luis Obispo, spend some time there and take one back to Santa Barbara. It puts you very close to the shuttle pad but I believe they have torn down the tower and associated buildings. From the train you are within site of many of the pads.
