The secret stuff is only flown at night. I doubt the satellites are good enough to get a decent image at night unless the plane is parked on the runway for a long time. There must be some sort of pecking order regarding what can be flow when. They flew the SU-27 between flag sessions when it was obvious there were people with cameras around. On very overcast days, they have flown planes above the deck. I'm sure a nearby plane also over the deck to take a look at what is flying. If you are just going to hide a plane, I think above ground shelter is fine. In the past, you only went to underground facilities for hardened sites. I do stand by my claim that they may go underground for something dangerous, something that needs a quiet environment (RF or dynamic magnetic field), or something that emits significant energy to be detected.
